Returns the competition selector base data of FUSSBALL.DE, the German amateur-football portal: the 22 federations (DFB plus regional associations), the available seasons per federation, and the competition types per federation and season. Use it first to get valid `federation_id`, `season` and `competition_type` values for the competition discovery endpoints.
